Tires that come in off hot asphalt in August are soft. They grab a weak coating, cool, and pull it off the slab in the shape of a tread. The cure is a real bond, which means a mechanical grind rather than an acid etch, a 100% solids epoxy base from our epoxy floor coatings and a hard topcoat over it. A one-part garage paint from a big box store is the usual thing we get called to grind off.

Slab on grade over a high water table is normal in South Florida. If a garage slab is pushing vapor, the coating blisters, sometimes months after it looked perfect. Tape a square of plastic to the slab overnight and look under it in the morning, or better, test it properly. A moisture vapor barrier fixes it if it goes down first.
